Under the direction of the Global Biologics Shipping Compliance Leader in the Biological Material Movement team within Seeds, Traits and Oils Quality Management, this individual oversees the import/export process for movement of biological research materials to and from Dow AgroSciences Research and Development (DAS R&D) sites globally, to enable DAS R&D facilities to remain in compliance with International Trade Regulations, including U.S. Customs and Border Protection (CBP), U.S. Bureau of Industry and Security, U.S. Department of Agriculture (USDA), U.S. Food and Drug Administration (FDA) and other agricultural seed laws for shipment. PRIMARY RESPONSIBILTIES: - Interpreting international trade regulations and providing subject matter expertise to stakeholders and partnering with stakeholders to improve processes for the planning and expediting of shipments. - Calculating and verifying valuation of biological research materials is correct and valid.- Providing classification of all biological research materials moved internationally to ensures compliance with Classification of Harmonized Tariff Codes for such materials.- Evaluating and confirming Country of Origin for all biological research materials imported to a DAS R&D facility within the US.- Developing, implementing, and maintaining business standards, standard operating procedures and training materials, managing changes through the Management of Change (MOC) process.- Enhancing current internal audit program, including developing audit schedule, procedures, training materials, and follow up procedures for non-conformances.- Conducting internal assessments at DAS locations to ensure compliance, attend on-site inspections by governmental agencies.- Conducting root cause analysis, when needed, to lead to continuous improvement of the program.- Serving as DAS Focal Point to US Customs, Bureau of Industry and Security, FDA, Customs Broker, freight forwarders to assist with resolving import/ export issues that may arise.- Serving as liaison between DAS shippers and Customs Broker to ensure compliance with agency regulations.- Providing guidance and oversight of commercial, customs and Proforma invoices for international shipments.- Developing, implementing and delivering procedures and training to shippers/ receivers of biological research material shipments at DAS R&D sites to ensure work processes are compliant with Agency regulations and DAS requirements. - Providing first point of contact for agency inspectors for site inspections; providing guidance to DAS researchers as they prepare for and participate in agency inspections; and tracking agency inspection locations and outcomes.- Implementing formal process for agency inspections, including checklists and communication plan.- Providing expertise to team members and stakeholders to enable compliant movement of biological material- Ensuring shipping records are maintained in accordance with agency regulations and DAS internal Records Retention guidelines.- Soliciting feedback on effectiveness of process annually, and incorporating suggestions into the work process.- Independently reviewing Federal Register on a regular basis for updates or changes to regulations.- Building and maintaining relationships with internal scientists and Agency contacts.- Participating as a back-up to the Compliance Value-Stream Manager to review and approve shipments of biological research materials.
