Details: COACHELLA VALLEY MOSQUITO AND VECTOR CONTROL DISTRICT43-420 Trader Place, Indio, CA 92201 • (760) 342-8287 • FAX (760) 342-8110 PUBLIC INFORMATION OFFICER Under direction, this at-will, exempt, managerial position conducts public outreach, awareness, and education programs to promote awareness of vectors and control operations of the District; conveys news, information, events, meetings, and other services to District staff and the community; and performs other related duties as required. CLASS CHARACTERISTICS:The Public Information Officer is responsible for the communications program including government coordination, media relations, public outreach and education, and enhancement of inter-office communications. This position is also responsible for information on the District web-site. The incumbent trains, counsels, evaluates and disciplines departmental staff. DUTIES AND RESPONSIBILITIES: The duties and responsibilities include, but are not limited to the following: 1. Develops, directs, oversees, implements, and evaluates a comprehensive public relations program utilizing various forms of media; oversees distribution of information to the public; represents the District in governmental relations. 2. Oversees the District’s public education efforts through development and execution of specific public information, public education, and community relations programs, events, and procedures. 3. Research, initiates and writes press releases, public service announcements, articles, speeches, and position papers on District activities, programs and policies; determines methods of presentation and distribution. 4. Responsible for developing and implementing the District’s government affairs program (Federal, State, and local). 5. Writes, edits, publishes, and disseminates newsletters and other District-produced informational publications; Coordinates information posted on District web-site. Photographs District events for distribution with District related press releases and feature stories. 6. Attends meetings of the Board, commissions, and committees as required and serves on assigned committees, community groups, and task forces. 7. Promotes District-sponsored community events, activities and programs; acts as a liaison to citizens, schools, and community groups in providing information and promoting a positive image of the District. 8. Answers inquiries by telephone or in-person to accurately provide information requested or to refer parties to the proper sources of information; responds to media questions and inquiries. 9. Gives informational talks to special groups, including homeowners associations, school districts, business leaders, community groups and other agencies. 10. Prepares public information response plan for emergency and disaster situations. 11. Trains, supervises, and evaluates the work of departmental staff. 12. Identifies budget needs for public outreach program and prepares necessary justifications; participates in preparation of annual District budget and monitors expenditures. 13. Performs related work as required. MINIMUM QUALIFICATIONS: Knowledge of: ? Principles, practices, techniques, and methods of gathering, preparing, and disseminating public information.? Principles and practices of journalism, public relations, and mass communications.? Familiarity with function of Federal, State, and local government operations.? Familiarity with California Health and Safety Laws and District policy as they pertain to vector control.? Familiarity with vector control practices, biology, and entomology.? Associated Press style print guidelines and broadcast standard style writing.? Graphic design principles, typography, and layout techniques.? Ethical principles and practices related to the field of journalism.? Principles and practices of photography.? Promotional public relations activities.? Pertinent Federal, State, and local laws, codes and regulations.? Standard office procedures, methods and computer equipment.? Safe driving principles and practices. Ability to: ? Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. REQUIREMENTS: ? Graduation from an accredited four-year college or university with a degree in communications, journalism, science, English or related field. Advanced degree preferred, but not required.? Five years of experience in journalism and public relations involving public speaking, interviewing with the media, preparation of printed materials such as media releases, brochures, etc., and the ability to interact well with a variety of public officials.? Proficiency in concise use of oral and written English language.? Proficiency using Adobe Creative Suite CS5 (Photoshop, Illustrator, Dreamweaver, InDesign), Microsoft Office 2012 (Word, Excel, PowerPoint), and LCD projectors.? Possession of, or ability to obtain with one (1) year of employment, valid certification by the State of California as a Certified Technician in mosquito control, terrestrial invertebrate control, and vertebrate control.? Possession of a valid California Drivers license and driving record acceptable to the District’s insurance carrier.? Successful completion of a pre-employment physical examination and drug screening. PHYSICAL DEMANDS: ? Ability to demonstrate measurable visual depth perception and color vision; have a minimum of single ear aided hearing.? Ability to regularly* walk on even surfaces.? Ability to occasionally* stand for extended periods of time; sit for extended periods of time; show coordination of eye/hand/foot; perform fine manipulation by hand.? Compensation Range: Approximately $6,850 to $8,326 per month plus generous benefit package including CalPERS, health insurance, life insurance, disability insurance, and deferred compensation; two weeks vacation, floating holiday, plus 12½ paid holidays annually.
